I was actually able to set a feature control under profiles.  However this would work as well.

If the users are able to get that far into the Settings then you may want to consider restricting access to Settings instead of just restricting access to the Hotspot feature. 

With that said, to answer your specific question you can leverage the various Hotspot configuration options exposed through the WifiMgr CSP in MX. Note that this is a solution specific to Zebra Android devices and is not applicable to other manufacturers.
