To answer your question, there is no way for MobiControl to turn on the device once it has been turned off manually. The device has to be connected to the internet to receive any actions from MobiControl.

The firmware in some traditional rugged device OEM brand device models include option for the device to power up at specific time everyday (or an one-off schedule), provided the device battery/back-up battery has sufficient power to run the real-time clock in the background and related support hardware to wake the device up. If such option is added in the OEMConfig apps for such OEM device brand, then there can be some limited way for MDM solution such as Soti MobiControl to pass such option to the relevant firmware module on the device.
Apart from this, there is of course no other way any MDM deice agent such as MobiControl can wake a device. Please remember MDM software is only a bridge software to pass control/configurations to firmware implemented by the OEM device developers or standardized by Google (the Android platform owner). So, for tricky features such as what you mentioned, the first thing is to check whether the device specification/documentation if the firmware support such feature (or some variants very similar). If so, then explore if your MDM solution has any way to configure such feature remotely. If questions related to this are to be asked in a public forum, your device brand/model and firmware version should likely be provided to get any meaningful answer.
