There is no feature to stop an app from starting if it has a certain version.
All you can do is to prevent the app from updating. You have two options to achieve that:

The issue would go more for not letting the application start if it has an old version.
The idea is to deploy the apk as a package and update it, and if it doesn't meet a minimum app version, don't let it start.
you can create a profile with an application runtime control with blacklisting this app and filter criteria on this app bundle and version below the required minumum, so this profile is only applied to devices with the app below a specific version
Bit this is only working if the device has connection to MobiControl, and the you can update the app.

How about if you can update the app to latest version for all devices?
App can update by profile - package.
Don't know if this would cover your question but you could block an app via Blacklist Profile and assign it depending on app having a specific version. After the app has been uninstalled, the profile should not be assigned anymore and removed from the device.
But be aware, that if the app is provided by you, it will be tried to be downloaded and installed again (in a loop) in a endless loop if the blacklist is still in place because the app has this version you want to block. This is critical for mobile data consumption and you have to test this very well before putting in place.
But the best would be to deploy if via package or (if playstore is used) as an enterprise app with the apk file.
