So, if you factory reset the device and try to set it up again, where does it go (just enroll like a private phone)?
Sorry but your description is not very clear to me.
And i guess you uised fully managed (or COPE) as enrollment method?

Btw. our JSON contains one more information but depends on your enrollment:

The provisioning mode you should provide as well (the other option to the shown one is MANAGED_PROFILE).

Check following also:

• Enroll using an unrestricted Wifi, ideally mobile data.
• Check if the IMEI1 (or if it doesn't have an IMEI, the Serialnumber) is listed in the ZTP correctly
