What are the device model and firmware version? Have you tired with other device brand/model and with the same problem?
Are your device enrolled with OEM specific Android device agent or generic Android-Enterprise device agent? What are the version and build numbers of your device agent?
Have you tried successfully install the same app on your device without using Soti MobiControl? This helps to screen out problems related to incompatible Android firmware version, storage space, permissions, etc.
Did you create your .pcg package manually with package studio?

System OS: 10
Agent build: 14.4.7 build 1084
We have enrolled the devices via 'Zero touch' and are enrolled as Work Managed Devices.
I did test it just now with a clean ZEBRA TC21 that isnt deployed in SOTI. (also OS: 10)
Installed the 'Citybon' app via the playstore. Works perfect.
Would the APK be an issue? I wasn't able to find one on the internet. I create my own apk file with the explore application.
I'm not able to go the playstore as soon as they're enrolled in soti via zero touch.
I didn't create the package with package studio. I just upload the apk to SOTI.
Would that make any difference?

Do you have file access on the Zebra during remote control? Maybe the files can't be copied to the device.
Even check this: You don't need to make a package of an apk file, you should be able to upload it directly (i'm not sure from shich version this is possible). Try to do that and deplay that then.
And the 3.rd idea to check: Copy the apk manually on the device and check if you can install it manually.
So, you extracted the 'Citybon' app from a Samsung device to generate an apk for installation on a Zebra TC21.
I would not recommend this approach even when using legacy OEM specific Android+ device agent over 5 year ago. Definitely not recommended for the more demanding Android-Enterprise platform. When an .apk file get installed on a device, only modules/libraries or resources relevant to that device are installed. Thus generating an .apk file from installed fille directory will likely have some components of the original .apk file missing, and thus may not work/install properly when targeted to a different device or even to a device of same model but slightly different firmware version.
As Citybon is not owned/developed by your company and you don't have the .apk file, you should only install the official apk from managed Google Play store. Find solution related to your mentioned MGP set-up issue.
Regard your test results, they're far from conclusive. You should enroll your Zebra TC21 device into MobiControl as AE Work Managed device. Then copy the .apk file to the device by whatever means, and try to tap on the .apk file to see if it installs and run properly. If so, you might need to check if the problem stems from how you create your .pcg file. If not, look for error/warning messages on your device screen, device agent log or MobiControl server log files. BTW, have you checked if all required app permissions of your MobiControl device agent have been granted? And you have not enabled any relevant apps installation options in your deployed feature-control profile?
I would like to test to do it manually yes.
But, I didn't find out yet how i'm supposed to copy a file/.apk manually to a device within SOTI.
I can view the file explorer when I remote control the TC21 but not upload files.

Make sure you haven't imposed any related restriction in feature-control profile, and either copy the file via SD-card, or via mounted file-system via a USB/BT, or remotely using a MobiControl file-sync rule, ... There are so many different choices!
If you are enrolling the devices under AEDO (Work Managed) with ZTE then why can't you just use Managed Google Play for the app installation? If you have an Android Enterprise Binding set up and service accounts being added to the devices at the point of enrollment then they should be able to install any apps that you approve for them in Managed Play.

I got it to work. The APK file wasn't proper I suppose.
I had contact with the creators of the application, they gave me a new APK file and I was able to push that one and everything worked fine.
