While Apple has already added a GLOBAL feature-control/restriction for Wifi MAC-Address Randomization for its device platform,  there doesn't seem to have similar STANDARD option added by Google for the whole Android device platform yet.  

Thus, it depends on whether individual Android device brand vendor has implemented any kind of customized control of its devices.   For Samsung devices using Android-Enterprise device agent,  one can partially solve this problem by installing the free Knox Service Plugin (KSP)  OEMConfig-compliant app from Managed Google-Play store, and setting the corresponding "Skip MAC Randomization" Wifi Configuration option for selected Wifi network(s) in the AppConfig Advanced-Configuration tab as shown below:

As this KSP approach is for  "managed" Wifi networks only, there will still be problem if the managed device is allowed to connect (likely configured manually by device end-user) to an open Wifi access-point outside the corporate network(s).
