As far as I know, Soti MobiControl Android-Enterprise profile does not have any support for setting phone whitelist/blacklist just like in the Android+ profile.   You have need to find some third-party apps to do that, though one having remote centralized control over large number of devices  may be hard to find.

Restricting Phone calls is a limitation within the Android Enterprise API set and Google has not provided us with any ability to do so.

Is there a methode to make a white list with phone numbers?

because we don't want to give the possibility to our users to phone every number.

Whitelisting the phone numbers will be available in the future versions of MobiControl as the implementation is in progress. As a temporary workaround, most of our other clients are installing third-party apps to manage phone calls on Android Enterprise platform.

I will update you on the same post when the phone-call feature for Android Enterprise is available on SOTI MobiControl.
