Although Camera Enable switch is set on, Soti Surf does not take this camera permission into account. A user has to allow camera manually every time a webpage accesses the camera.
At Safari, there are three options at the Settings: Ask, Disable and Enable. Ones it is enabled, Safari stops showing the prompt.
(Surf only has two options - Disable and Enable).

I've done some checking on this and it seems this would require a Feature Request.

thank you for your effort. I have already risen a feature request. Basically, it has been fixed recently by Apple and also has to fixed by Soti.
