What happened after you raised a ticket? A supporter should get in contact with you.
What are the brand and model of your problematic device? What about the firmware version, device agent version and active MDM api's reported? Have you deployed any lockdown menu, application-run-control or feature-control profile(s) to the device?
The "Settings" app will not get uninstalled, but CAN be blacklisted indirectly if you have a profile with "Allow Settings" feature control disabled, or with no feature-control profile payload deployed to an AE work-managed device. For the latter case, you can add back a feature-control profile payload, possibly with all restrictions including "Settings" disabled.
