Yes, twhat you need is possible. 

Just create a new administrator group, and for each device group of interest, configure the per-group permission of this group account to disable all RC options except the first one as shown in the following screenshot:

Then add the each of the technican accounts desired into this new administrator group.

Can users from your group example have the option to ask the owner of the device to give them Keyboard/Mouse control ?

Or I have to create two different user groups for that specific need ?

1 with only Remote Control Devices

1 with Remote Control Devices and Send Keyboard/Mouse Input

The device end-user cannot grant from his/her device the "keyboard/mouse input" permission for any administrator who has already started a 'restricted' remote control session.   However, the last RC permission option, namely "Control without notification" can be used to make sure that the device end-user need to grant the right for any administrator to remotely start a remote-control session on his/her device.

You of course can define two administrator groups, one with keyboard/mouse input permission and another without, but I don't know how you want to use them to achieve what you want.
