Is there a way to limit access without using a kiosk?

I have a device deployed as AndroidPlus. 

We want to have the device out of the kiosk but make it so the user cannot get into the settings of the device. 

Is this possible?

You can try adding the bundle-ID of your "Settings" to a Application Run Control blacklist in a profile for deployment to your taget devices.
