From the Console you can unlock a device from Kiosk Lockdown using the command "Notify Kiosk OFF" which allows you to unlock a device without having to enter the Admin Passcode from the device. The same command does not seem to have the same result when executed from a command script within a package. 

Is there any such command to unlock a device that is locked down from a package script?
