Configuration URI with a Package instead of a App Catalog Rule?

We have an app we are trying to deploy that supports the Configuration URI concept. Is there any way to install the app and configure it via Package instead of relying on an App Catalog rule?

This option is available in App Catalogs for Managed Play and Enterprise apps, but we want to install the app via Package instead since it provides more control.
