Can someone explain to me the pros and cons of using the Samsung ELM agent vs using Samsung non-ELM agent?

Non-ELM Samsung device agents were something of the past, and were supported in MobiControl v12/v11 or earlier.  Such agents most likely support very Samsung phones/tablet running Android 2/3/4.x.   More recent Samsung phones/tablets running Android 5+ are likely supported only by the Samsung  ELM  device agent.  ELM device agents need to access Samsung ELM server right after device enrollment to check if any premium MDM functionialites needing paid license can be used.   The pros of using non-ELM device agent is that no such check is required.  However, unless you need to control very old Samsung mobile devices  and you can live with using very old features supported by MobiControl v11/12- server,  there is no point considering non-ELM device agents, which have no update for a few years already.

I couldn't have said it better myself.  Raymond has provided a thorough response and I see you have marked it as "is solution".  

Nonetheless here is the definition available in previous versions in our MobiControl helpfile if anyone else needs clarification.

ELM Agent vs. Non-ELM Agent

ELM Agent

The MobiControl ELM (enterprise license management) agent for Samsung devices requests activation of an ELM license on the device. Once the device user grants this permission, our agent can manage advanced policies that were built and made available as part of Samsung's ELM standardized MDM policy list. The Samsung ELM agent is supported on devices running Android 4.2.2 or later.

Non-ELM (also known as Signed or Platform-Signed) Agent

The MobiControl non-ELM agent can take advantage of Samsung's advanced MDM policies by virtue of sharing the same signature (or digital signing certificate) as Samsung's own system applications.
