The admin is capable of changing the Wi-Fi network from the device and by pushing the Wi-Fi Profile from MobiControl:
However, if you are looking for the user to be able to change Wi-Fi network from lockdown itself, please feel free to reach out to support at support@soti.net to create a feature request for this.
