I think it's hard to say without a deeper look into why this profile is hanging at pending.

Did you check device logs if there's something related to this profile?

I think the best in this situation would be to contact Soti support, so they can gather logs which could tell you what's going wrong.

Also I recommended to split the profile configurations, so if one part is failing, you don't have to install entire profile. Same goes for a change of one of the configurations, then not the entire profile must be reinstalled.

You might be affected by a known issue. Try creating a new lockdown profile with the speed control enabled with a test device and observe if the "Pending Install" status persists.

If the problem continues, I would suggest raising a new support case via https://soti.net/services/log-a-case/ and referencing MC-176566 and MCMR-25913.
