Thank you for the clarity.  At this stage we do not have the ability to switch it off in the webconsole, but, let me check with my team and see if there may be another way.

There currently may not be a simple option in the SQL database or procedure to disable "locate" functionality for ALL web-console administrators.

However, if all but one single super-administrator do not have rights to manage console security/permissions, then the simple temporary solution is to disable "locate" permissions for all administrators (except the super administrator).    As logging in as super-administrator will have log entries in the management server log,  your company can set up a checks-and balances operational procedure to forbid anyone from using the super-administrator to change the "locate" permission for any other administrators without any justification and authorization.
