Zebra has a configuration layer called MX that allows for granular control over device settings not exposed natively by Android Enterprise management APIs.
It appears that Zebra has the exact setting that you are looking for as an available MX configuration that can be deployed via SOTI as XML processed with the mxconfig script or via the OEMConfig app.

Unfortunately for your situation, the TC21/26 device is part of the value tier of devices from Zebra called the "Pro" series that are intentionally feature limited in order to keep the cost of the device down. If you narrow the MX documentation to TC2n only configurations the adaptive brightness option is grayed out, which would indicate its not an available configuration to set on your devices. Zebra sells a Mobility DNA Enterprise license for the Pro series devices to unlock these sort of features that are typically found on their enterprise class of devices starting with the TC5n and higher.
I am less experienced with Samsung but they have a similar configuration system called Knox and they also expose granular configuration settings through their Knox Service Plugin OEMConfig app. I believe they may also license certain capabilities of Knox similar to Zebra, but I'm not 100% on that.
Outside of that, there may be some additional SOTI scripting available that might be able to help, but I'm unaware of a script for adaptive brightness.
For Samsung devices using Android-Enterprise device agent, the auto brightness can be remotely turned off by sending the legacy MobiControl script
writesecuresetting -sys screen_brightness_mode 0
However, device end-user can turn it back on anytime. There does not seem to have any free Samsung MDM api to permanently remove this option from Settings or Quickstart menu, though the non-free "Samsung Knox Configure" solution likely provides such option.
