In the All Platforms ->Security tab->Device Group Permissions, choose the web-console administrator of interest, and for each device group of interest, disable (i.e. uncheck) the option"Control Without Notification" in the "Remote Control Devices" section.

it looks like i can uncheck the "Control Without Notification" for technician group but not administrators.

Administrator Group template is meant for super administrator and has all device groups and all permissions enabled by default and cannot be changed.   One of the important functions is to add/manage account's permission.  Under normal circumstances, there should only be one or two  such super-administrator, and all other MDM administrators meant only to manage devices should be less privileged, thus not associated with the Administrator Group template, but manually configured to have access to specific groups and specific function(s).

However, if you have a MobiControl cloud instance and your company policy requires super-administrator and all Mobicontrol administrators not to have the permission to start silent remote-control session, you can send request to Soti support team and ask them to configure your SQL to completely remove the option from all web-console session.
