MobiControl administration utility is not accessible in the web-console, and is thus accessible only with  remote session using MS-Windows remote desktop, etc.  For cloud instance, all operations requiring the use of such utility have to be done by Soti cloud support team upon receiving authorized request from verified customer.

Assuming that your MobiControl implementation is on-premises,  the answer depends on what MS-Windows Server account/user group was used to install your MobiControl if super-administrator account was not used.  It basically relates to the read/write/execute permission of the MS-Windows user account on the directory tree holding Soti MobiControl.

Under normal circumstances, only the top and most experienced MobiControl administrator(s) should be given the permission to access MCadmin utility for security and stability reasons, as improper changes made with the utility can result in catastrophic consequences in the whole system.   

If access to MCadmin utility is related to allowing less privileged administrator or even ordinary user to use some MobiControl RESTful API, the set-up  process should be configured by senior administrator with sufficient knowledge on how and what MobiControl global/per-group permissions to grant to the  account  of interest.
