Hi Guenter, 

do you want to disable the SIM card at all or just the possibilty of using mobile data? 
You could deactive mobile data over a profile with "feature control". 
Under the Connectivity Tab you will find Data Roaming which you can disable. 
With zebra devices you also have the possibility of using StageNow for that and export an XML file to SOTI. 
Another option would be Zebra OEMConfig. There you can find additional options.

I recommend to use StageNow / WirelessMgr and set TurnOn/Off WWAN to Turn Off. Then export for MDM as XML and use a legacy Soti script with mxconfig command to apply.
