Could you please provide a few more details regarding the issue you’re facing? Do you mean that the web filter profile doesn’t work at all with the latest version of Google Chrome (i.e Allow and Block both)

Also, I would recommend opening a Support case here so that a technical engineer can further verify if there are any other factors leading to this behavior.

I have the exact same problem.  If an URL is configured to be blocked, it is blocked, but what we expect is to have a list of allowed URLs and block all other URLs. 

Is there a wildcard to block all URLs that are not allowed?

Without this feature the Web Filter configuration is useless. Usually the web filter policy required is to allow only some URLs and block all the others. As it is right now, you would have to allow some URLs and block all other possible URL one by one. That's stupid.

What are the active MDM api's reported in the configuration tab of the device agent?

Have you tried using more recent Android-Enterprise device agent?

Also, Chrome v74.0.3729.157 is a bit old.  Have you tried using more recent version of Chrome?
