On Android Enterprise in kiosk mode, it is possible to block status bar expansion with MobiControl. However, how the notification icons is shown in the status bar or notification bar/panel depends on how the particular device firmware is implemented by a particular OEM brand development team. You might need to check if the Samsung 's Knox-Configure (KC) can support what you want. If so, a per-device KC license need to be purchased to have such feature implemented on your device.
To disallow end-user from using the single "Settings" icon in the expanded status bar to go to the device's Settings app, the usual approach is to use application-run-control blacklist in MobiControl. This applies to any device brand.
For the various user-configurable icons (e.g. Wifi toggle, volume/mute, Bluetooth toggle, etc.) shown in the expanded status bar on Samsung devices, I think the paid KC service does support their configuration, and can possibly have most, if not all, of the sensitive ones removed.
