Instead of a script, tried to use Knox service plugin (their oem config app)?
Not able to look at it right now but i guess there may be a setting in it.

Configuring Location settings is getting more sensitive recently due to increasing concern of end-user privacy, and thus some related operations cannot be done silently (i.e. without user prompt/approval) any more.

Depending on your Samsung device firmware version and enrollment mode, you might be able to turn location/GPS off by using the following legacy script:

   writesecureprofstring DeviceFeature LocationAccuracy  1 

   apply featurecontrol
