I am trying to setup so user can use the app store but when I do the options are greyed out and just says beside it in app purchases. I have allow install of apps and allow install of apps from the app store enabled in the feature control. I also have allow in app purchases enabled as well.
If turn off turn off allow in app purchase it does nothing. all the app in app store are greyed out and will not download and install.

do you have configured a Profile for your device what is under Profile - Configurations - klick on the "+" - Email and Others - MANAGED GOOGLE PLAY - create a config.
Like "Application Updates" - "Allways Update" - the others you can select how oyu like to have it.
The assign it to all Android Devices.
Might that is fixing your problem with the apps.

Do you have problem with "FREE" apps?
