Enabling "OK Google" to make voice activated calls but not allowing Account Creation in Feature Control

We have all of our devices with feature control to not allow account creation because we do not want unapproved apps installed on our Work Managed Android Enterprise devices. However,  I have some users wanting to make voice activated calls using "OK Google" that seems to be dependant on having a personal Google account associated with it. Is there any way to do this without enabling the account creation? I tried saving the contacts directly to the SIM but that does not work either. Google prompts to sign in.

I'm not sure if Google really requires device end-user to have an associated Google account to use "OK Google",  whehter it is for privacy or big-data collection/advertising or other reasons.

If your users just need voice-activated dialler function, there are plenty of alternative third-party app on Managed-Google Play store.

Thanks for the suggestion. I may have to go with that option.
