We are in a situation where we would like the Downloads folder only to be accessible via a lockdown package. We cannot use Soti HUB as we are not implementing WebDAV, Sharepoint or similar; this is just a local downloads browser-type instance.

So your solution is to provide access to full file system by giving access to the files app instead of just to the requested folder?

Interesting "solution"...
