Was there ever an answer to this? I am having a similar problem but with a few devices.
I can't even control the device at all, the RC session window opens, then closes and then the device shows as offline. It will come back online after a few seconds.
I have tried using legacy and web-based with the same result = cant remote into device. Web-based returned the error as noted in the subject.

Make sure that you're using a Feature Control profile with the "Disable Doze Mode" option enabled. If that doesn't help, then try running "retryrcdetection" script action. Thirdly if that doesn't help at all, then ensure you're running the latest firmware available to the device and observe the behavior.
Also as a general note, some devices require a plugin. Double-check if yours need it via https://docs.soti.net/mobicontrolagentdownloads.

I am having this issue with 12 devices (out of 160 enrolled).
We have all Honeywell kit and a mixture of vehicle mounted devices (VM1A) and Handheld devices, CK65. I am only seeing this issue with the CK65 running the info as provided previously. The VM1A are running Android 8, MR19 (because at the time of sending to site, this was the current available OS)
With regards to your suggestions:
Doze mode: Already disabled

Reset RC script: If this is the script to use _resetfailedrcdetectionflag Reset Restartagent, then it didnt make a difference.

Also, do I need to install the device plugin separately if the agents and plugins are up to date for both the Manufacturer and Android Enterprise????
