Recent MobiControl web-console UI have dedicated tab in Global Settings to manage plug-in download and deployment.

However, if your MobiControl version is too old and do not have the plug-in managment UI , or if you don't want to use it because you want more flexible control on which plug-in version to use for which device(s) of the same device brand/model, then you have the option to use File-Sync policy to deploy the plug-in(s).  Just download the plug-ins from https://pulse.soti.net/support/soti-mobicontrol/agent-downloads/android/android-enterprise/ and place it in desired source directory accessible by the deployment server for download to targeted devices as defined in your File-Sync policy.  Actually, App policy can also be used, but with some deployment options/control different from File-Sync policy.
