Depends very on what you mean.

If app is provided via managed play store a shortcut is placed on the homescreen automatically.

If app is provided via enterpise app policy or package, no shortcut is placed on home screen.

If you need to provide a link, goto managed playstore and generate a web-app and provide it via managed playstore.

Btw.: We raised a feature request to be able to place a shortcut on homescreen if app is provided via enterprise app policy already.

There has been such script command for some Android classics device agents (based on our own tests with  v14.1.8 agent on some Samsung devices, etc. ) for a few years already.   However, such command doesn't seem to work on any Android Enterprise device agent.
