It was of 2020 and i have the same issue with samsung devices. In that post are talking about:
"Google seems to be constantly adding more standard EMM API's for Android-Enterprise recently. I hope there will be such function supported soon, though that may likely be available only for device models with the latest (Android 10 or even 11+) firmware."
i was wondering if progress had been made or we still couldn't change the personalized names.

Regarding your general question:
The OEM app for Zebra devices is able to set this, maybe you have to check the Samsung OEM app and if this is missing send them a feature request.
As fa as I know, there is currently no script to support changing personalized device name for Samsung devices with third-party MDM solution, or with the free Samsung OEMConfig compliant app "Samsung Knox Service Plug-in". However, the non-free Samsung Knox Configure solution does support such configuration.
