Managed Apple IDs co-existing with Apple IDs?

I'm trying to verify something - I was told by my account manager at SOTI (who is currently AWOL, so I guess I don't know who my current SOTI account manager is now) that it's possible to use both a managed Apple ID and a regular Apple ID simultaneously on a device.

The reason why we want this is because we have a lot of turnover in the company and the Executive wants users to be able to use their phone for both work and personal. So, we're constantly setting up phones for users, only for them to be done in 3 months and then having to wipe and reset the phone for a new user. However, users will sometimes change their Apple ID passwords and device passcodes and not provide them, leaving us stuck with a phone that can't be reused for another user without some trickery. We haven't figured out how to forcibly remove an Apple ID from a SOTI assigned phone.

Did I mention that we never got properly onboarded? Their support documentation is also atrocious. Yeah, I'm not impressed with SOTI support right now.

Anyway, if I sign into a device with a Managed Apple ID, that part works fine. But if I try to sign into App Store with a personal Apple ID, it boots the Managed Apple ID off and takes over iCloud. Sigh. So, was my previous account manager lying or incorrect? Is this actually not possible?

Not with SOTI, but I’ve gone through this already when setting up our company in ABM. I can shed a little bit of light on your question:

With an Apple product, the first iCloud account signed in will become the primary iCloud account for the device. While you can add additional iCloud accounts, they will not have the full capabilities afforded to the primary iCloud account. The App Store, by default, wants to be associated with a primary account, that’s likely what’s causing the account switch when trying to use a personal account in the App Store.
