Have you previously enrolled any other DEP devices on this server, and have profiles and VPP apps successfully deployed on such devices?

On your problematic device, can you successfully deploy/revoke profiles and lock/unlock the device screen?

Have you set any app-catalog rule to deploy any apps to the problematic device?  If so, are such apps VPP apps already configured in your ABM?

Are you using iOS BYOD mode? Have you input any personal Apple-ID on the device?

- I have never subscribed to a DEP device, this is the first time. ABM account has just been registered and used recently.
- I cannot deploy Profile for this device, I check the log, the result returns as follows: "Profile" IOS - Ipad "version 2 failed to install, because all of its payloads cannot be installed."
- I have set app-catalog rule to deploy the SOTI MobiControl app and configured in ABM, but to no avail, it still displays the error message: "" This Apple ID cannot be used to make purchases. "which I mentioned earlier.
- I have never used BYOD mode on iOS. On this iPad device, I'm signing in with an Apple-ID account that has been given Administrator rights on ABM.

How did you perform your device enrollment?  Did you enroll your problematic device by performing a device factory reset?

Was the serial number of your problematic device added to your DEP company account on ABM portal by Apple? Or manually by you with Apple Configurator?

What is the iOS firmware version of your problematic DEP device?  Did you create a new add-devices rule for its enrollment?  What options in the DEP tab of the add-devices rule did you use?

If you don't mind, can you share me the DEP device registration documentation? I appreciate it, thank you!
As for the device version, I am testing on an iPad Pro device (iOS 14.2 version), I tried a factory reset but nothing has changed.

Have you ever successfully any non-DEP apple devices onto your MobiControl server instances? And successfully deployed and revoked profiles and lock/unlock screen on such devices?   Is your MobiControl server an on-premises server or a Soti cloud instance?  

Have you only registered for a DEP account on Apple's portal or have you already successfully logged in to your ABM portal?

If not,  maybe you are actually quite far away from getting your implementation ready for enrolling DEP devices.   Actually, you might find out that you don't need features related to DEP.  If so, things can be much easier.  There are so many possibilities that depends on your use case(s) and device(s).     From which local reseller did you purchase your MobiControl solution?  I believe they should provide you with some basic background information and first-tier local technical support.   

I am not from Soti, and can only provide detailed technical support to the customers of my company in Hong Kong.   On this open forum, I basically only answer short but somewhat tricky questions for free.     Maybe moderators  from Soti can provide you with free detailed support on more basic stuff of their products.
