Android 11 - Enterprise enrollment does not complete

On the OOBE (out of box experience), we entered afw#mobicontrol

but are never prompted for our tenant code. 

Setup continued, which we skipped most of - afterwards it says "account action required" and it prompts to sign in with "Android Enterprise" entered in the email or phone field.  I cannot change "Android Enterprise" value.  

I have reset the device twice with same results.
