You should uncheck the permission "Control Without Notification" in the per-group permission of each group for all your MDM administrator.
If you are worried that the super administrator(s) having global "Manage Console Security" permission to change the above permission dynamically at will, you can contact Soti support team to ask for a way to configure your server such that the "Control Without Notification" permission option is not available for any device group or any administrator. With that, device end-user will always be prompted for permission to start any remote control sessions initiated remotely by any MDM administrators.
