On a device that is not in lockdown mode, is it possible to set a homepage URL for the default browser? For example, can this be done via a shortcut or another method?
Shortcut can be done if you use playstore (create a web app in MGP).
The URL in the default browser maybe can be provided via managed app config of the relevant browser (Soti Surf, Chrome,...)

The integration with SOTI Surf works quite well; however, when an APK is downloaded through Surf, it doesn’t install directly. You need to go to the Files section and install it manually, which makes the process a bit inconvenient. :/
Out of curiousity why are you having end users navigate to a URL with an APK to download and install? If you have the devices enrolled and managed in a powerful EMM like SOTI you can use that very tool to push the install of the APK.
Yes, SOTI is one of the best solutions for this; however, our client requested that end users be allowed to uninstall and reinstall the application themselves. Therefore, we planned to define an FTP address so that the application can be automatically reinstalled after it is removed.

All apps you need to provide can be done as mandatory (auto install) or suggested (can be later installed by user manually) and just from MGP or if you have apk's, via Mobicontrol Agent (Enterprise app policy).
And just to cover it all, ofc also via profile but there you can only provide the file or install it after it being copied to the system (i would use this only for some special apps where users should be out of control).
I'm not sure i understood your last sentence but if you provide apps as mandatory, they always get automatically reinstalled when they got uninstalled before latest at next checkin.
