What is the context in which you do your so-called re-enrollment?   Is  re-enrollment target to the same of a different MDM server? Same or different ABM account?    Are the devices for shared usage?  Is the task for redeployment of a device to the same end-user or to a different user?  Please provide more details about your use case- requirements, limitations, encountered issues, etc.

In general, if it is OK to factory reset a device, simply wiping the device may be the simplest approach to re-enrol.   Back-up & restoration of some user's app data may be done via iCLoud if coporate security policies allow.
