If you block apps with application-run-control policies, the app can't be running and there won't be any communication from such app.  What do you mean when you said it is not working?

Also, if you find out which public IP's such apps are accessing using some free utility program, you can always block such traffic with MobiControl Android+ firewall policies on Samsung devices.
