Is there a way to set the default Data Usage billing cycle on all devices for Android?
As far as I know, there is no unified standard API('s) defined by Google to configure data usage billing cycle across ALL Android devices from different OEM device brands/models. However, i cannot rule out possibility that for some specific OEM device brand, there might be related configurable option(s) in its OEMConfig app to allow MDM software to remote configure the billing cycle. You have to check this for each of your device brands.
