Have you checked the device log tab and  DS/DSE server logs for any warning/error messages?

Are all other actions and profile/rule/advanced-configuration deployment/revocation working on the device?

Device logs says Invalid device software version (Device is not allowed to upgrade). Everything else is working fine

While I'm sure its not the news you want to hear, the TC55 devices are relatively old from an Android standpoint and the Jelly Bean OS (4.1) that they're running isn't really supported any more. I'm honestly not surprised by the error that you're seeing as it would be very difficult to maintain a device agent that could support Jelly Bean to Pie. (J-K-L-M-N-O-P).
