Failed to download %s

Recently we have had a number of issues installing the Omnitracs XRS application on our TC57 Android 13 devices. Back in July, we were forced to go to package-based deployment of the app due to a weird error when deploying it using the built in App Policy method (Enterprise APK upload). I have attached screenshots showcasing this issue as well as the device logs.

Once we went to package-based deployment, now we are having a strange issue where the application does install properly, but randomly it will disappear on devices and need a reinstall. We have had 5 or more of these occur each week over the past few months. I am not sure if this is related to deploying the app as a package or not. I have heard some things about Google Play Protect possibly being the culprit, but no way to know as of right now.

1. Is there any way to get the App Policy to work again or is this a known issue? This doesn't seem to be an issue with Google as the device is clearly showing an error even when attempting to install it.

2. Is there any reason why deploying this app as a package would cause random uninstalls to occur?

You can verify if it is a GPP error by trying to manually install the APK on a device to see if any GPP Warnings or errors pop up. Transfer the APK manually to a device where it is not currently installed and then manually install the APK. If you see a warning or error come up from GPP you have your answer. Odds are good that GPP is blocking your app install and you'll need to use some workarounds to get around it.

I was able to install the APK manually by transferring it to the device. The APK installs and functions fine when I do that. I am just having problems with both the App Policy/Package deployment.

Did you get the app from the developers directly or did you somehow extract it from a device?

And if your devices can reach the URL you could use it directly instead of the apk itself.

Also check maybe your network/firewalls if they see that this device is trying to reach something which is blocked and may cause this issue as it fails to download something.

i had once a issue that i got from Developers a new Version of an Application.

And that was not able to get it installed on any device, if it is the same error as yours i had not checked.

Reason was that Defender removed it in the background before it was able to send the APK to the assigned Devices on the MobiControl Server.

We're having the same issue with the XRS and Drive apps - only work around I have found so far is to use file sync to push the apk and install it via script.

Having an issue with one device though that may lead to some answers with the "Failed to Download %s" error. When going to File Manager and trying to manually upload any files, I get insufficient Permission errors and cannot place anything on the device manually. Other devices, the file sync appears to work but on this one it does not.
