issue with android enterprise and unknown sources

hello, i have two samsung devices enrolled with enterprise and for some reason when i am in the kiosk mode and enter the admin password to unlock the device, i try to allow installs from unknown sources, and it does not let me. i get a message that says please contact your IT administrator. however, when i send "notify kiosk off" script, i am allowed to change it. is there any way i can have it to always allow unknown sources?

Hello Daniel - You can try putting in the admin password first to gain access to the device settings. Once inside the settings menu, select applications. You should then be able to check 'unknown sources'. Your selection should now be permanent.

thank you for the reply!- unfortunately i have tried this and still get the error even after entering the admin password. i have found that running the "notify kiosk off" screen allows me to change it. but even once changed, when i try to update my app, i get the sane error. i have attached a screenshot.

Are you able to get me more information about this device. The model, OS, MobiControl agent, and your running version of MobiControl. Also is this happening to multiple devices or is it this one device having this issue?

we currently only have one model of device. it is the Verizon Tab E inch tablet SM- T378V 

agent is 13.6.0 build number 1928

Daniel - You mentioned that you have 2 of these devices. Can you confirm whether or not this issue is happening on both devices?

Also Can you tell me the version of MobiControl you are currently running?

yes. both devices are currently seeing the issue. and the Soti MobiControl version is 13.4.0.5074

Since the devices are enrolled as Android Enterprise, could you please confirm if a Profile with Feature Control "Disable Installation from Unknown Sources" has been assigned?

i have checked and made sure that feature was not causing the issue. it is not checked. but still has the same issue

What are the  Android version and acive MDM API on your problematic devices?

Did you tap "My files" File Manager in Kiosk Mode, and then select the apk file to be installed to get the error message shown in your screenshots in earlier posts?

the tablets we are using are SM-T378V Samsung Tab E with Verizon. what we do is we package up an apk for our "mobile updater app." from there we download the app our company uses. although with enterprise, it will not let us download/update because the mobile updater app is an "unknown source". i would love to begin a remote session with one of you so you can get a better idea of what is going on. in order to deploy these tablets to field user employees, we will need to figure out a resolution. i really appreciate everyone's time. look forward to hearing from you.

If you use a kiosk profile, try to revoke it, I noticed that a kiosk profile has effects on some options (disables usb file transfer, or access to developer options). Once the profile is revoked, you should gain access back, if that is the root cause of your issue of course.

The SOTI tech that I use to work with told me that Google changed how AE works with the EMM and the default options for AE. 

He said that the when you use the Admin Password to unlock the Kiosk, Android is using the "Defaults" that Google believe are appropriate. Unknown Sources is one of those options. It default value is "No". 

He also said that using Notify Kiosk Off, any feature control that you have applied would still be in effect. So, if you have feature control that allows Unknown Sources it would still be in effect.
