I'm trying to install MobiControl agent on Samsung Galaxy Tab e.  I have this profile on 31 other tablets, with no issue.  Now when I try installing to new tablet, it appears to install successfully until I get to this message:

Password policy pending - Password does not conform to password policy

Password requirement - new password must be specified that meets the following criteria: must be at least four characters, requires numeric characters. In profile, authentication, I have a four digit code for the admin password. I have to perform a hard reset because security policy prevents changing settings, so I'm unable to go to settings to do a factory reset.  Tried different versions of MobiControl agent, they all do the same thing.  It is partially installed because I'm able to see it in my list of devices, and I'm able to remote control it.

I had this issue a while back when trying to install a newer version of the agent (13.6), but then backed down to 13.5.1 and it was fine.

This issue I'm having now started after I cloned the profile to make a separate but similar profile to another group of tablets.  I installed the agent using the new enrollment username and password so that it receives the new profile.  When I received the password policy error, I tried again with other agent versions, but same result.  After the last hard reset, I installed the original profile using the original enrollment username/password.  Now that is getting to the same spot (Password policy error) and I can't continue.  I know the four digit code works, because I tested it on a working tablet.  I don't know how modifying the clone profile affected the original profile, but somehow it did.  Any help would be greatly appreciated.

What are the version and build numbers of your MobiControl server?

What is the Android firmware version of the Samsung Tab E?

What are the build numbers of the device agents you have tried?

Are you using Samsung Android+ or Android Enterprise device agent?  What are the active MDM api's of your device agent?

Did you find  the problem only AFTER your test profile had been CLONED and targeted to more devices?

Could you please clarify why you need to do a factory reset?  Did you mean "factory reset" or just  a "cold boot or power-on-reset" when you said "hard reset"?

Sorry for the delay in getting back to you.  I happened to receive a phone call from my new Soti rep to introduce himself, I asked him the question and he had me disable User Password Policy under the Authentication tab.  This leaves Device Administrator Password still functional, and I was able to complete the install successfully.  Below are the answers to your questions, I had them typed up before I found the fix.

What are the version and build numbers of your MobiControl server?  13.3.0.3217

What is the Android firmware version of the Samsung Tab E? 8.1.0

What are the build numbers of the device agents you have tried? I didn’t document which agents I tried, but I know for sure 13.5.1 and 13.7.3, but today, I got 13.7.3 to work when enrolling the original profile.  I still get the password policy error, but I’m able to get into settings and the profile does load.  I would like to get rid of the password policy error though.  However, when enrolling the cloned profile still gets stuck at the password policy error and if I select settings, security policy.  I’ve also tried enrolling with original profile, and then once I see it in Soti console, moving it to the new group of devices to get the cloned profile, it works initially, but when I use the four digit code to get out of it and to change settings, I can’t get the profile to load anymore.  I get the Password policy error and it won’t let me back into settings.

Are you using Samsung Android+ or Android Enterprise device agent?  What are the active MDM api's of your device agent? Android OEM Specific Agent and Plugins

Could you please clarify why you need to do a factory reset?  Did you mean "factory reset" or just a "cold boot or power-on-reset" when you said "hard reset"?  Factory reset is required because after the “Password does not conform to password policy” it also says “security policy prevents changing settings”.  At this point I have no way to get into the settings menu to do a soft factory reset.  The profile doesn’t load, so the tablet is useless at this point.  I have to press and hold a series of buttons to do a hard factory reset on the tablet.

The four character limit is likely the minimum required by your device firmware. Have you tested out successfully adding shorter or simpler password if there is no MDM device agent on the system?  If so,  can you figure out the minimum complexity enforced by your device firmware?

It's not a minimum requirement for my device firmware.  I have the same password set for 30 other tablets, all the same model and updated firmware, it's working fine on those.

Did you ever find a solution to this? I have a samsung Tab E in the field that did this today. It seems like it was not registering the pattern.

The fix was to disable User Password Policy under the Authentication tab.  This leaves Device Administrator Password still functional, and I was able to complete the install successfully. I hope this helps.

Daniel P - if you're still having issues, I have found that I can't install any newer than 13.5.1.  13.6 and above give me the admin password issue.
