Are you talking about version 13.4.0.4744 ?   I double checked on our test server of that version and found all device agents are there.   Did you use the free MS SQL Express bundled to create a brand new instance of the databases?  What other issues did you find? 

Our server was upgraded progressively from previous versions and I have no spare new license to check the case of installation anew from 13.4.0.4744.    If you have already installed yours from scratch for a new installation and found the same problem in repeated retries,  then this version binary may really have your reported problem.    If you don't have the time to wait for Soti to test, debug and eventually release a new patch,  the quickest way to solve your problem is probably to install an older v13 version from scratch first, and then upgrade that with the v13.4.0.4744 binary.   I had at least three different implementations updated that way from different previous versions, and all work fine without the problem that you reported.
