Apple considers location information very important to the privacy of its device end-users, so each end-user of personal/company-owned devices has the final say on permission to access location information of each app (including any MDM app such as Soti MobiControl) or turning off of the GPS hardware/location services.  Currently, Apple allows enabling MDM lost mode as the only way for MDM solution to force GPS hardware and location information on to override any end-user's configuration with the goal of recovering lost or misplaced devices.   In such cases, if location information have been sent to MDM server during lost mode,  device end-user will be informed on the device screen about such location information transfer (which the end-user assume to be not possible after he/she previously turned off GPS/location services) when lost mode is disabled.

So, what you described is expected behaviour/limitations, as architected/defined by Apple for it devices managed with ANY MDM solution on the market.
