We have some iPads using Mobicontrol.
The profile in use restricts some features and browsing to certain sites, but the users will need to be able to upload data to iCloud from an app. This is not currently working - the data appears in the iCloud settings but does not make it to the cloud storage.
Are there any settings I need to look out for? I am using a web content filter, could this be breaking the upload?
The Restrictions/Feature-Control profile payload for Apple device platform includes options blocking iCloud data sync/back-up (namely "Allow iCloud Device Backup" & "Allow iCloud Photo Library")
Have you checked on these for any profile(s) deployed to your problematic devices?

Thanks for posting your query in SOTI discussion forum.
Based on your reply to Raymond, it looks the cause of this issue is in iCloud side or iOS device.
In general, this kind of issue is caused by
- insufficient space of iCloud
- iOS device is in battery saving mode
- network connection
- wrong file format
- the system problem of iCloud side
So please check the above first.
And if they are OK, please let me know.
I will continue to investigate.
