Why when I keep pressing the left Ctrl button at the initiating of the remote of the device, he can not logout the other user from the scanner. (this is as described on the error message when you can not remote a device due to another user is logged on it)?

The script action retryrcdetection might be of use here. If that doesn't work, if you can reproduce this issue quite easily. Then I suggest you try this too:

Replace the net.soti.mobicontrol.elm.samsung part with the bundle ID of the agent you're using. That can be found via the Applications List, for example:
