We have a lot of (non Zebra) devices on Android 14 working fine but we started with them on Android 14, so my best guess is that this is plugin/device related.
I guess you use plugins, so have you checked how they behave without? (uninstall it on one test device and check again)

We used the newest plugins from Zebra but it's not working.

When we enroll without its working fine indeed!

I have a thousands of Zebra devices most work with the plugin but the ET45's work without the plugin.

That's true but i think i have a statement in mind (not sure who it was) that zebra moves away signing the plugins and everything should go through oem config and even without plugins used. And my best guess is that with A14 they may go this way (maybe not on all devices yet) while older devices still work (need) the plugins provided.

But this is just something i have in mind, not entirely sure if thats how it really will be.

Mostly true. Zebra stopped signing the SOTI Remote Control Plugins several years back and provided SOTI and alternate mechanism for Remote Control. This alternate mechanism was incorporated directly into the universal Android Enterprise agent, along with other Zebra specific features (e.g. execution of MX XML), so RC plugins are no longer necessary on the latest generation Nemesis and Athena family devices.

This however does not mean that everything needs to go through OEMConfig moving forward. MX XML submission through the universal SOTI agent is still possible and has not been stripped in Android 14. Zebra did change their MX structure to JS for StageNow in Android 13+ but XML submission through an EMM agent is still possible.
