Root Device Group are special and you just cannot drag an existing device subgroup anywhere to make it a root device group.  Instead, use the pop-up menu (clicking the "NEW GROUP" button near the bottom) to create a new Root Group, and drag all devices(s) or sub-groups in your original sub-group to this new root group, and then you can delete the empty sub-group if you don't need it any more.
