Are you familiar with Managed Configurations?

Here are the Managed Configurations I was able to pull from the recent version of Chrome for Android. I don't see anything that would change the default Language. You might need to do that system wide. 

 

Yes i was aware of the managed configurations cheers Matt, unfortunately as you say its not a listed option.

I have a feeling its related to me using a barcode to skip google setup up screen if i was to select english UK then it should set up the language correctly.
